Every piece of Texas legislation is run through our 5-step “Smell Test” — a neutral, nonpartisan framework designed to expose the truth behind each bill without spin or party bias.


🟨 1. Who’s Behind It?

  • Bill Author(s): Who wrote it? What district? What party?
  • Co-Sponsors: Who backed it publicly?
  • Financial Backers: Who funds them? What lobby groups are aligned?
  • Lobbyist Involvement: Who’s testifying for or against it?

Follow the name. Follow the money.


🟨 2. What’s the Real Objective?

  • Stated Purpose: What does the bill say it does?
  • Implied Goals: What might it actually accomplish?
  • Affected Populations: Who benefits? Who gets hit?

Sometimes what’s not said is louder than what is.


🟨 3. When Does It Happen?

  • Effective Date: When does it become law?
  • Deadlines or Triggers: Are there key implementation windows?
  • Timing Red Flags: Was it introduced during a distraction?

Bad laws love quiet hours.


🟨 4. Where Does It Change the Law?

  • Current Law Summary: What is the current rule?
  • Proposed Changes: What part of the law is being rewritten or removed?
  • Scope of Impact: Local? Statewide? Federal crossover?

A single paragraph can rewrite a thousand lives.


🟨 5. How Does It Affect Texans?

  • Economic Impact: What does this cost — or save — for Texans?
  • Legal Ramifications: Are new penalties or restrictions added?
  • Unintended Consequences: What might go wrong?
